How do you give a casino safety rating of 8.0 when they dont have any license?

Hey, the safety index consists of many things and it's not just about the license. Of course, a license is important if a problem arises so that you can complain to the authorities, but the fact that a casino has a license does not always determine how it treats its players. There may be a casino that has a license and treats players poorly. There may be a casino that does not have a license and is fair.
