I'm helping out a friend. They have asked a merchant to refund and they did so. The casino sent a bunch of stuff back including:

"Furthermore, we reserve the right to report this fraudulent activity and abuse of payment networks to relevant risk management databases and industry blacklists."

In reality can they do anything here other than block the card from some of the dodgy networks?
