1) If I were running a casino I would want to verify at first deposit ... make sure there are no problems with minors, unapproved countries, etc.

However,

2) As a player, I do not want to be bothered with this stuff nor have my information floating around the internet unless absolutely necessary ... so probably at my first withdrawal.
