The site is licensed, by the Curaçao Gaming Authority, but they havent replied yet. Any idea who to report this to? Iv tried various departments here and they keep passing me along to another. Any input would be helpful.

This casino does not have a license, so it should be purely a sweepstakes casino, and as Radka described, it is not possible to complain to any authority in this case.
I couldn't find any license on the website either, so it will probably be difficult to resolve anything with a casino like this.

It is not possible that sweepstake casino has a Curacao license. I tried to check with our team and they told me the same, casino has no license.
