Depends on what you mean by fair. The way how the games are made means that the games are never fair towards the player. If the games were fair, they'd have 100% RTP. So basically you need to be lucky in order to win. Then there are casinos that are unfair in a way that even when the player is lucky, they void the winnings for some stupid reason. These casinos never get good ratings.
So basically you'll never find a casino where you could be profitable from the long-term perspective. Otherwise the casino would bankrupt 🙂

The fact that your game interrupts and then you slowly lose all the money on the same game isn't a reason for giving a casino a bad rating. It's a reason for setting loss limits.

If I had a feeling that a casino is rigged, the first thing I'd do is to start counting my RTP. Some casinos are even willing to share the RTP with you. They can simply look at your overall bets and overall wins. If your wins are below 80%, then I'd be suspicious.
